The invoice should already know what you did.
Almost every invoicing tool starts you at a blank invoice and an empty line item. That is fine if you bill fixed fees. If you bill by the hour, it means reconstructing a month from a calendar at the exact moment you least want to.
HourToBill starts at the other end. The hours are already recorded against the client, so the invoice is assembled rather than written.

A blank invoice is where the money leaks out.
Ask a freelancer what they lost last year to bad invoicing and they will talk about late payers. The larger number is usually the one they never billed at all: the twenty minutes on the phone, the forty minutes writing the email that needed care, the hour spent reading something before a call. None of it reached the invoice, because none of it was written down and the invoice was built from memory.
Rounding down is the same leak with a nicer name. You round down because defending an hour to a client costs more than the hour is worth, and it costs more precisely because you cannot show what it was. An invoice that says "Consulting, 40 hours" invites the question. An invoice that says "12 March, vendor shortlist scoring, 3.00 hours" answers it before it is asked.
So the order is reversed here. You log an hour with a one-line description while you are doing it, which takes a second. At month end you choose the client and the dates and the invoice writes itself from those lines, dated, described, priced at that client’s rate and numbered in your own sequence.

FreshBooks, Wave, Zoho Invoice and the free generators are all competent at producing an invoice. The question is what fills it in.

This is the wrong tool if you do not bill hourly.
If your work is fixed-price packages, retainers billed the same amount every month, or product sales, there is nothing here for you. The entire design assumes an hourly rate and a variable month. A recurring invoice for the same figure is a thing this deliberately does not do.
It is also single-person only. No seats, no team, no approvals. If you subcontract and need to bill someone else’s hours, use Harvest.
What is left is a specific person: one freelancer, a handful of clients, hourly work, an invoice at the end of the month. If that is the shape of your year, the trial answers the question in about five minutes because you finish it holding a PDF.

What is the best invoicing software for freelancers who bill hourly?
The useful test is whether tracked hours become invoice lines without you retyping them. Tools that start at a blank invoice make you do that work every month. Tools that start at the timer do not. Everything else is secondary.
Is there free invoicing software for freelancers?
Yes, several, and they are fine at producing a document. What free tools generally do not do is carry your tracked hours into it, because that requires the tracking and the invoicing to be one product with one client record.
Can I add a line that is not hours?
Not yet. Every line comes from tracked time today. If you need an expense or a fixed fee on the same invoice, that is a real gap and worth telling us about before you subscribe.
Does it handle tax?
A tax rate per client, applied to the subtotal and shown as its own line. It is not tax filing software and it does not know your local rules, so the rate is yours to set.
What currencies?
US dollars, euros, pounds, Canadian and Australian dollars, Swiss francs, Swedish krona and Polish złoty, set per client. A US client and a UK client can sit in the same account.
Can my client pay from the invoice?
Yes. Add your own payment link in settings and it prints on every invoice as a button they can click. The money goes straight to you.
